NOTICE OF RACE
Winter League January to March 2015
Rules:
The Regatta will be governed by the “Rules” as defined in the Racing Rules of Sailing (RRS) 2013-2016.
The prescriptions of the Irish Sailing Association, The Sailing Instructions and any changes thereto will apply.
The host club is the organising authority.
Eligibility:
All competitors must have registered and paid the entrance fee.
The league is open to all classes of dinghy.
Proposed schedule of registration, briefing and races:
The DHSC clubhouse will be open on Saturday night the 17th of January at 1900hrs where it will be possible to register.
Registration will also be possible on Sunday the 18th of January prior to racing.
Briefing will be held at the Lookout slipway prior to racing.
The Notice of Race and the Sailing instructions will be posted on the club website i.e. dungarvanharboursailingclub.ie.
Sunday the 18th of January 2015.
2 (two) races will be run back to back. The first race will not be run before 1430hrs.
This race will be a shake down race the League proper will start on the 1st of February 2015.
Sunday the 1st of February 2015.
2 (two) races will be run back to back. The first race will not be run before 1430hrs.
Sunday the 15th of February 2015.
2 (two) races will be run back to back. The first race will not be run before 1430hrs.
Sunday the 1st of March 2015.
2 (two) races will be run back to back. The first race will not be run before 1430hrs.
Sunday the 15th of March 2015.
2 (two) races will be run back to back. The first race will not be run before 1200hrs.
Sunday the 29th of March 2015.
2 (two) races will be run back to back. The first race will not be run before 1200hrs.
Entry:
The entry fee is €30.00 per boat regardless of whether the competitor takes part in any one or all races.
Insurance:
Each boat is required to hold adequate insurance and in particular is required to hold insurance against third party claims in the amount of £2 million pounds Sterling.
Disclaimer of Liability:
An entrant is completely responsible for their own safety and that of their crew, whether
ashore or afloat, and nothing, whether in the Notice of Race or the Sailing Instructions,
reduces this responsibility.
It is for the entrant and their crew to decide whether they are fit and competent to sail in the conditions pertaining on the day. By launching and going to sea the entrant and their crew confirm that the boat and the crew are competent and fit to sail and compete in the conditions pertaining on the day. See Rule 4 decision to race.
No actions by the organisers can reduce the responsibility of the entrant nor will it make the organisers responsible for any loss, damage or personal injury, however it may be incurred as a part of the entrant taking part in the event. The term “Organisers” encompasses everyone helping to run the event and includes the organising authority, the race committee, the race officer, patrol boats, rescue boats and beach masters.
The provision of patrol/rescue boats does not relieve the entrant of their responsibilities.

SAILING INSTRUCTIONS
1.0 Rules:
- The Regatta will be governed by the “Rules” as defined in the Racing Rules of Sailing(RRS)2013-
2016.
1.2 The prescriptions of the Irish Sailing Association, The Sailing Instructions and any changes thereto
will apply.
1.3 The host club is the organising authority.
2.0 Notices:
2.1 Notices to competitors will be posted on the official notice board located on the ground floor of
DHSC clubhouse.
3.0 Alterations to the sailing instructions or the racing schedule:
3.1 Any alterations to the sailing instructions will be posted on the official notice board before 0900
on the day it will take effect except that any change in the schedule of races will be posted on
the official notice board by 2000hrs on the day before it will take effect.
3.2 It is the sole responsibility of each competitor to ensure they have appraised themselves of any
such alterations.
4.0 Signals made ashore:
4.1 Signals ashore will be made from the club signal mast located outside the clubhouse.
4.2 In addition to the RRS Race Signals when International code flag ‘D’ is displayed ashore boats
shall not go afloat. The warning signal will be made no earlier than 45 minutes after this signal is
lowered.
5.0 Schedule of races:
5.1 Dates of racing: 18th of January 2015 FG 1430hrs ( this is a shake down race the league proper
will start on the 1st of February), 1st of February 2015 FG 1430hrs,
15th of February 2015 FG 1430hrs, 1st March 2015 FG 1430hrs, 15th March 2015 FG 1200hrs,
29th of March 2015 FG 1200hrs.
5.2 3(three) races are scheduled.
5.3 The schedule of the warning signal for the first race on the first day is 1430hrs.
5.4 Subsequent races each day will follow as soon as is practicable.
5.6 On the last day of the regatta no warning signal will be made after 1400hrs.
6.0 Class flag:
6.1 The league is open to all dinghy classes. The international code flag ‘T’ will be flown as the
warning signal.
7.0 Racing area:
7.1 The racing area shall be that area of Dungarvan Harbour outside the Cunnigar Point as is
normally used by DHSC for dinghy racing.
8.0 The Courses:
8.1 Attachment A to the Sailing Instructions shows the layout of courses, including the approximate
angles between legs, the order in which marks are to be rounded and the side on which each
mark is to be left.
8.2 The Triangular course will be used for this regatta.
8.3 A long sound signal will be made when the course flag (international code flag F) is initially
displayed, or if the course is changed.
9.0 Marks:
9.1 All marks will be either large orange inflatable buoys or pink poly buoys.
9.2 The start and finish line will be identified by large orange inflatable buoys or pink poly buoys.
10.0 Obstructions:
10.1 No obstructions apply.
11.0 The Start Line:
11.1 The start line will be between the main mast of the committee boat and an outer distance
mark. An inner limit mark may be moored approximately on the start line and, if so, no boat
shall pass between the inner limit buoy and the committee boat after the warning signal. Boats
Infringing this rule will be disqualified without a hearing. This changes rule 63.1 and appendix
A5 of the RRS.
12.0 Starting Sequence:
12.1 The starting sequence will be as per RRS26.
12.2 A boat starting later than 5 minutes after her warning signal will be scored Did Not Start. This
changes appendix A4 of the RRS.
12.3 The black flag penalty rule RRS30.3 will apply after a general recall.
13.0 The Finish Line:
13.1 The finish line will be between the Committee boat and an outer distance mark.
14.0 Time limits:
14.1 The time limit for the leading yacht will be 20 minutes.
14.2 Any boat which fails to finish within ten minutes of the leading yacht will be scored Did Not
Finish. This changes rule 35 and Appendix A4 of the RRS.
15.0 Penalties:
15.1 RRS 42.2 the 720 degree turns penalty shall apply
16.0 Protests and Request for redress:
16.1 Protesting boats shall immediately after finishing inform the Race Committee on the Committee
boat of the sail number(s) of any boat(s) which they intend to protest.
16.2 Protest forms will be available at the Race Office in the club house. Protest forms must be
submitted within the protest time limit.
16.3 For each class, the protest time is 60 minutes after the last boat has finished the last race of the
Day. The same limit applies to protests by the Race committee and protest committee about
incidents they observe in the racing area and to request for redress.
16.4 The sail numbers of boats involved in protests and witnesses will be posted on the club
Notice board, together with schedule of hearings 15 minutes after the close of the protest
time.
16.5 Notice of protests by the Race Committee or Protest Committee will be posted to inform boats
under rule 61.1(b).
16.6 On the last day of the event a request for a reopening of a hearing shall be delivered:
(A) Within the protest time if the party requesting the reopening was informed of the decision
on the previous day.
(B) No later than thirty minutes after the party requesting the reopening was informed of the
decision on that day. This changes rule 66 of the RRS.
17.0 Scoring:
17.1 The Portsmouth yardstick system of handicap shall apply for individual races.
17.1 The Low Point Scoring System of Appendix A of the RRS will apply for the league.
17.2 Three races are required to be completed to constitute a series.
17.3 When 3 to 4 races have been completed, a boats series score will be the total of the boats race
scores excluding the boats worst scores.
17.4 When fewer than 3 races have been completed, a boats series score will be the total of the
boats series score.
18.0 Safety Regulations:
18.1 A safety tag system will be in operation. Boats failing to return their tag within the protest time
limit may suffer disqualification from the day’s racing. This amends rule 63.1
18.2 A boat that retires from a race shall notify the Race Committee as soon as possible.
18.3 All crew shall wear personal buoyancy at all times. Wet suits or dry suits are not applicable as
substitutes. This changes rule 40 of the RRS.
19.0 Equipment and Measurement checks:
19.1 A boat or equipment may be inspected at any time for compliance with the class rules and
sailing instructions.
20.0 Eligibility:
20.1 All entrants must have registered and have paid the entrance fee.
21.0 Official boats:
21.1 Official boats shall fly a red flag.
22.0 Support boats.
22.1 Team leaders, coaches and other support personnel shall stay outside the areas where boats
are racing and shall not infringe competitors from the time of the preparatory signal until all
boats have finished or the race committee signals a postponement, general recall or
abandonment.
22.2 All support boats shall register with the race office and shall fly a yellow flag.
23.0 Sail Numbers:
23.1 Except as permitted by the sailing instructions all boats shall use their correct sail numbers
which shall be clearly readable on both sides of the sail. Permission to sail under any other
number shall be sought from the Race Committee before going afloat and will be granted only
in exceptional circumstances.
24.0 Disclaimer of Liability and insurance:
24.1 An entrant is completely responsible for their own safety and that of their crew, whether
ashore or afloat, and nothing, whether in the Notice of Race or the Sailing Instructions,

INCIDENT CONTINGENCY PLAN
Types of Incident covered by this plan:
- Request from a competitor for assistance.
- Request from the Coastguard for assistance.
- Sight of a Distress situation.
- Adverse weather causing abandonment.
- Adverse weather causing major concern for competitor safety.
- Damaged boat(s) or rigging.
Racing course Management Responsibilities:
Club Committee Officers:
Responsible for:
Overall control of the event , both ashore and afloat.
Based mainly ashore but may be afloat during the racing period.
Contactable by VHF and Mobile phone.
Responsible for format of racing and sailing instructions in conjunction with the Principal Race Officer.
Principal Race Officer:
Responsible for:
The overall co-ordination of the racing and for the direct race management of the course.
Contactable by VHF and Mobile phone.
To advise Shoreside contact in the event of extreme conditions or when race management resources have to be deployed.
To direct and control the respective course assistance boats and personnel.
Race office/Shoreside Management:
Responsible for:
The control of information at Event Race Office including liaising with Commodore, Club Officers, Race Officer, Support Boats and Emergency Services.
Chairman of Jury (where applicable):
Responsible for:
Monitoring the racing to ensure the Racing Rules of Sailing and the provisions of the Sailing instructions are complied with by the competitors and organisers.
Organising and arranging for a Jury to hold hearings into protests in connection with rule infringements or issues of race management.
Detailed plans
Background:
This incident contingency plan relates only to the Race course and the role of the race office.
It is a fundamental rule of the Racing Rules of Sailing (RRS4) that the responsibility for a boat’s decision to participate in a race or to continue racing is that boat’s decision alone.
The safety of a boat and its crew is the sole and inescapable responsibility of the person in charge of the boat.
Competitor’s are, whenever possible, to initiate all distress and assistance calls.
Race management vessels shall maintain a dual watch on channel 16 and the working channel of the race management.
All competitors will be aware of restrictions due to commercial shipping and vessels engaged in fishing.
All race officers and RIB skippers are experienced personnel most of whom have received training/ certification through the national sailing authority or other similar bodies.
It is recommended that all crews wear appropriate personal flotation devices or appropriate lifejackets.
Request from a competitor for assistance (Committee Vessel action):
Injured crew or sinking boat situation:
Weather and circumstances permitting despatch a RIB to provide immediate assistance.
Official boat to contact Coastguard or RNLI direct (VHF channel 16) for assistance if necessary. If unable to do so, initiate proxy call.
Competitor is to return to port with crew with minor casualties for medical assistance.
More seriously injured competitors should be transferred to RIB if this will not cause further injuries and shall be brought to shore to seek medical attention
Boat aground, damaged, capsized or dismasted situation:
Weather and circumstances permitting despatch a RIB to provide immediate assistance.
Ensure safety of crew of boat firstly.
Official boat to contact Coastguard or RNLI direct (VHF channel 16) for assistance if necessary. If unable to do so, initiate proxy call.
I f boat disabled consider towing it ashore with non essential race course management assets or leave it until days racing is finished and tow it ashore with club facilities.
No responsibility to be accepted for the boat.
Request for assistance from the Coastguard Service:
The race Officer shall provide all possible assistance and depending on the request will consider the following options:
- Send support ribs from the relevant course.
- Send committee from the relevant course area.
- Abandoning one or all races to send more assets.
Sight of a distress situation:
Immediately call the Coastguard if while monitoring Channel 16 on the VHF no distress calls or acknowledgement is heard.
During the racing period the Race Officer is to consider the following:
- Send support ribs from the relevant course.
- Send committee from the relevant course area.
- Abandoning one or all races to send more assets.
Adverse weather causing abandonment:
Signal abandonment so that as many competitors as possible will be aware of the situation.
Inform the Race Office.
If possible Committee boat and RIBs to ensure the race area is cleared of boats and that all have returned to shore.
Where possible ask competitors to confirm their safe arrival to shore to the race office (this is where the tag system comes into effect).
Send RIBs to safety once course is cleared of boats.
Station a rib in sheltered water to monitor competitor’s progress ashore if possible.
All Committee boat crew to wear lifejackets.
Adverse weather causing major concern for competitor safety:
Signal abandonment so that as many competitors as possible will be aware of the situation.
The Race Officer to alert Coastguard immediately.
Inform the Race Office.
If possible Committee boat and RIBs to ensure the race area is cleared of boats and that all have returned to shore.
Where possible ask competitors to confirm their safe arrival to shore to the race office (this is where the tag system comes into effect).
Send RIBs to safety once course is cleared of boats.
Station a rib in sheltered water to monitor competitor’s progress ashore if possible.
