Cruiser boat owners meeting 20th March 2015.

A meeting of cruiser boat owners was held in DHSC clubhouse on Friday the 20th of March 2015 at 2000hrs.

The following was agreed by those present at the meeting:

That there will be two crane lift days, one on the 11th of April 2015 and one on the 25th of April 2015.

The lift on the 11th of April is limited to a maximum of 12 boats in order to avoid traffic congestion on the quay due to the Food Festival which is also taking place on this weekend.

All other boats will be launched on the 25th of April 2015.

Please note the information set out below for both crane lifts:

LAUNCH DAY 1:

Date of launch: 11th of April 2015

Launch start time: 0700hrs.

High Water:  1051hrs.

A maximum of twelve boats will be launched on this day in Dungarvan as follows:

ISA Training Centre Awards 2014:

DHSC was represented at the awards in the Royal College of Surgeons Building on the 6th of March 2015 by the Commodore Edwin Fay, Vice Commodore and ISA Training Centre Principal Austin Flynn and Junior Sailing Organiser Sandra Wynne. The overall award was won by Mayo Sailing Club, so congratulations to them. More importantly for DHSC is that out of 80 ISA Training Centres in Ireland Dungarvan is ranked in the top four training centres. This remarkable achievement is down to the dedication and hard work of Ms Sandra Wynne and her team of instructors, course assistants and course participants, so well done and thanks to all and keep up the good work.

Talk on Boat Engine Maintenance:

There was a good turn out for the talk by Kevin Higgins from Marine Motors on Friday the 6th of March. Kevin was on his feet for an hour and a half and he imparted a lot of his hard gained experience to the attendance in this time with a good question and answer session at the end. If you weren't there you missed a good night. Many thanks to Kevin for giving his time to the club.

Skippers meeting:

A meeting of boat skippers and crews will be held in the clubhouse on Friday the 13th March at 8pm. The purpose of this meeting is to get feedback from members on a sailing/racing programme for 2015. So attend on the night if you want to have an input.

Winter League:

The next race in the Winter League will be held this Sunday the 15th of March with the First Gun at 1200hrs. The last two outings had to be cancelled due to poor weather conditions so hopefully sailors will get on the water on Sunday.

St Patricks Day:

The clubhouse will be open after the local parade from 4pm. This will be  good occasion for members and friends to get together after the winter, hope to see you all there.

Talk on Boat Maintenance: Date: 6th of March 2015.

                                              Time: 2000hrs.

                                              Venue: DHSC Clubhouse

Mr Kevin Higgins of Marine Motors, Cork will give a talk on boat maintenance followed by a question and answer session.

This should be a very informative night at this time of year when boat owners are starting those maintenance jobs they have been putting off for ages.

Skippers Meeting: Date: 13th of March 2015.

                                Time: 2000hrs.

                                Venue: DHSC Clubhouse

A meeting for all boat owners to get feedback on what you want the committee to organise to make your time on the water more fun e.g. racing, sailing in company, family days out/picnics etc. if you don't attend the committee won't know what you want, so see you on the night.

The Irish Sailing Association will be holding the presentation of the Irish Sailing Awards 2014 on the 6th of March 2015 and Dungarvan Harbour Sailing Club is in the running as one of the nominees for the ISA Training Centre of the Year 2014 award. This is a very important mark of recognition from the ISA of the level of sail training being provided to young sailors in the club. Well done to the Committee of 2014 along with Mr Austin Flynn, the ISA Training Centre Principal in the club, Ms Sandra Wynne, the Junior Organiser of the club, Senior and Junior instructors and helpers. Hopefully more congratulations will be in order on the 6th if DHSC is the overall winner in this category.

Welcome to the February 2015 Newsletter

Contents:

 Junior Sailing:

The junior sailing is off to a good start in 2015 with the first shake down race taking place on the 18th of January. It was a very cold day with a fresh breeze, five hardy sailors took to the water, Gregory and Ella Fay, Jack Kiely, Larry Brazel and Joey Curran. Three races were held and the winners were: Race1. Gregory Fay, Race 2. Jack Kiely, Race 3. Larry Brazel, the overall winner of the series of three races was Jack Kiely. There was one or two gear failures and capsizes (Brrrrr). Junior sailors are advised to check their boats, sails and rigging for wear and tear. Most class association websites will have information on what to look out for. All experienced dinghy sailors in the club would be glad to offer assistance and advice to junior sailors and parents. The ISA newsletter identified a mobile app called “Wind Aware” which is free to download from the app store and Google play. The app helps turn knowledge into understanding of how sails should be set for various wind directions.

Winter League:

The winter league commenced on the 1st February and will run every second weekend until the 29th of March 2015 weather permitting. Results will be posted in the activities section of the website.  Three competitors competed in the first races in cold conditions with a gentle breeze. Hopefully we will see more junior sailors out on the water on the 15th and that it will be warmer now that Spring is here.

Members receive awards:

Congratulations to Andrew and Maura Wilkes who have received awards from both the Irish Cruising Club and the Royal Cruising Club for their sailing expeditions in the Arctic in 2014. The Irish Cruising Club awarded Andrew and Maura “The Fastnet Award” for exceptional achievements and excellence in cruising under sail. The Royal Cruising Club awarded Maura and Andrew “The American Cruising Club Bowl” for their trip to Greenland by way of the Faroe Islands, Iceland, Baffin Island and finishing up in Newfoundland. Maura and Andrew now seem to commute between England, Ireland and the Arctic Circle.

Club Winter Work:

In January the keystone to the arch over the door to the store in the DHSC was repaired by Austin Flynn and Tommy Power. Mossy Brennock serviced one of the outboard engines and power washed all the red rescue boats. Other members showed up at various times to help with anti fouling them and to help out with running the junior sailing. Many thanks to all members who helped out in cold weather conditions.

Boat Launch dates:

The 11th and 25th of April have been tentatively identified as launch dates for the larger boats so it is time to commence making that “to do list” of maintenance jobs.

RNLI AGM:

The RNLI Fundraising Committee AGM was held in the clubhouse on the 23rd of January at 8pm. The committee had a very successful year running fundraising events, the amount of work undertaken by the committee requires a huge amount of commitment to the organisation by them. Their hard work has been recognised and the committee has received two awards for 2014. The committee received an award for Community Services at the Waterford Community and Voluntary Awards in the Park Hotel recently and a Regional Award from the RNLI.  Many thanks to all the committee for their dedication to fund raising work. The Committee thanked the club for the use of the premises for their meeting and for all the help from DHSC throughout the year.

NOTICE OF RACE

Winter League January to March 2015

Rules:

The Regatta will be governed by the “Rules” as defined in the Racing Rules of Sailing (RRS) 2013-2016.

The prescriptions of the Irish Sailing Association, The Sailing Instructions and any changes thereto        will apply.

The host club is the organising authority.

Eligibility:

All competitors must have registered and paid the entrance fee.

The league is open to all classes of dinghy.

Proposed schedule of registration, briefing and races:

The DHSC clubhouse will be open on Saturday night the 17th of January at 1900hrs where it will be possible to register.

Registration will also be possible on Sunday the 18th of January prior to racing.

Briefing will be held at the Lookout slipway prior to racing.

The Notice of Race and the Sailing instructions will be posted on the club website i.e. dungarvanharboursailingclub.ie.

Sunday the 18th of January 2015.

2 (two) races will be run back to back. The first race will not be run before 1430hrs.

This race will be a shake down race the League proper will start on the 1st of February 2015.

Sunday the 1st of February 2015.

2 (two) races will be run back to back. The first race will not be run before 1430hrs.

Sunday the 15th of February 2015.

2 (two) races will be run back to back. The first race will not be run before 1430hrs.

Entry:

The entry fee is €30.00 per boat regardless of whether the competitor takes part in any one or all races.

Insurance:

Each boat is required to hold adequate insurance and in particular is required to hold insurance against third party claims in the amount of £2 million pounds Sterling.

 

Disclaimer of Liability:

 

An entrant is completely responsible for their own safety and that of their crew, whether

ashore or afloat, and nothing, whether in the Notice of Race or the Sailing Instructions,

reduces this responsibility.

It is for the entrant and their crew to decide whether they are fit and competent to sail in the conditions pertaining on the day. By launching and going to sea the entrant and their crew confirm that the boat and the crew are competent and fit to sail and compete in the conditions pertaining on the day. See Rule 4 decision to race.

No actions by the organisers can reduce the responsibility of the entrant nor will it make the organisers responsible for any loss, damage or personal injury, however it may be incurred as a part of the entrant taking part in the event. The term “Organisers” encompasses everyone helping to run the event and includes the organising authority, the race committee, the race officer, patrol boats, rescue boats and beach masters.

The provision of patrol/rescue boats does not relieve the entrant of their responsibilities.

SAILING INSTRUCTIONS

1.0  Rules:

2016.

1.2 The prescriptions of the Irish Sailing Association, The Sailing Instructions and any changes thereto

will apply.

1.3 The host club is the organising authority.

2.0 Notices:

2.1 Notices to competitors will be posted on the official notice board located on the ground floor of

DHSC clubhouse.

3.0 Alterations to the sailing instructions or the racing schedule:

3.1 Any alterations to the sailing instructions will be posted on the official notice board before 0900

on the day it will take effect except that any change in the schedule of races will be posted on

the official notice board by 2000hrs on the day before it will take effect.

3.2 It is the sole responsibility of each competitor to ensure they have appraised themselves of any

such alterations.

4.0 Signals made ashore:

4.1 Signals ashore will be made from the club signal mast located outside the clubhouse.

4.2 In addition to the RRS Race Signals when International code flag ‘D’ is displayed ashore boats

shall not go afloat. The warning signal will be made no earlier than 45 minutes after this signal is

lowered.

5.0 Schedule of races:

5.1 Dates of racing: 18th of January 2015 FG 1430hrs ( this is a shake down race the league proper

will start on the 1st of February), 1st of February 2015 FG 1430hrs,

15th of February 2015 FG 1430hrs, 1st March 2015 FG 1430hrs, 15th March 2015 FG 1200hrs,

29th of March 2015 FG 1200hrs.

5.2 3(three) races are scheduled.

5.3 The schedule of the warning signal for the first race on the first day is 1430hrs.

5.4 Subsequent races each day will follow as soon as is practicable.

5.6 On the last day of the regatta no warning signal will be made after 1400hrs.

6.0 Class flag:

6.1 The league is open to all dinghy classes. The international code flag ‘T’ will be flown as the

warning signal.

7.0 Racing area:

7.1 The racing area shall be that area of Dungarvan Harbour outside the Cunnigar Point as is

normally used by DHSC for dinghy racing.

8.0 The Courses:

8.1 Attachment A to the Sailing Instructions shows the layout of courses, including the approximate

angles between legs, the order in which marks are to be rounded and the side on which each

mark is to be left.

8.2 The Triangular course will be used for this regatta.

8.3 A long sound signal will be made when the course flag (international code flag F) is initially

displayed, or if the course is changed.

 

 

 

9.0 Marks:

9.1 All marks will be either large orange inflatable buoys or pink poly buoys.

9.2 The start and finish line will be identified by large orange inflatable buoys or pink poly buoys.

10.0 Obstructions:

10.1 No obstructions apply.

11.0 The Start Line:

11.1 The start line will be between the main mast of the committee boat and an outer distance

mark. An inner limit mark may be moored approximately on the start line and, if so, no boat

shall pass between the inner limit buoy and the committee boat after the warning signal. Boats

Infringing this rule will be disqualified without a hearing. This changes rule 63.1 and appendix

A5 of the RRS.

12.0 Starting Sequence:

12.1 The starting sequence will be as per RRS26.

12.2 A boat starting later than 5 minutes after her warning signal will be scored Did Not Start. This

changes appendix A4 of the RRS.

12.3 The black flag penalty rule RRS30.3 will apply after a general recall.

13.0 The Finish Line:

13.1 The finish line will be between the Committee boat and an outer distance mark.

14.0 Time limits:

14.1 The time limit for the leading yacht will be 20 minutes.

14.2 Any boat which fails to finish within ten minutes of the leading yacht will be scored Did Not

         Finish. This changes rule 35 and Appendix A4 of the RRS.

15.0 Penalties:

15.1 RRS 42.2 the 720 degree turns penalty shall apply

16.0 Protests and Request for redress:   

16.1 Protesting boats shall immediately after finishing inform the Race Committee on the Committee

boat of the sail number(s) of any boat(s) which they intend to protest.

16.2 Protest forms will be available at the Race Office in the club house. Protest forms must be

submitted within the protest time limit.

16.3 For each class, the protest time is 60 minutes after the last boat has finished the last race of the

Day. The same limit applies to protests by the Race committee and protest committee about

incidents they observe in the racing area and to request for redress.

16.4 The sail numbers of boats involved in protests and witnesses will be posted on the club

Notice board, together with schedule of hearings 15 minutes after the close of the protest

time.

16.5 Notice of protests by the Race Committee or Protest Committee will be posted to inform boats

under rule 61.1(b).

16.6 On the last day of the event a request for a reopening of a hearing shall be delivered:

(A) Within the protest time if the party requesting the reopening was informed of the decision

on the previous day.

(B) No later than thirty minutes after the party requesting the reopening was informed of the

decision on that day. This changes rule 66 of the RRS.

 

17.0 Scoring:

17.1 The Portsmouth yardstick system of handicap shall apply for individual races.

17.1 The Low Point Scoring System of Appendix A of the RRS will apply for the league.

17.2 Three races are required to be completed to constitute a series.

17.3 When 3 to 4 races have been completed, a boats series score will be the total of the boats race

scores excluding the boats worst scores.

17.4 When fewer than 3 races have been completed, a boats series score will be the total of the

boats series score.

 

18.0 Safety Regulations:

18.1 A safety tag system will be in operation. Boats failing to return their tag within the protest time

limit may suffer disqualification from the day’s racing. This amends rule 63.1

18.2 A boat that retires from a race shall notify the Race Committee as soon as possible.

18.3 All crew shall wear personal buoyancy at all times. Wet suits or dry suits are not applicable as

substitutes. This changes rule 40 of the RRS.

19.0 Equipment and Measurement checks:

19.1 A boat or equipment may be inspected at any time for compliance with the class rules and

sailing instructions.

20.0 Eligibility:

20.1 All entrants must have registered and have paid the entrance fee.

21.0 Official boats:

21.1 Official boats shall fly a red flag.

22.0 Support boats.

22.1 Team leaders, coaches and other support personnel shall stay outside the areas where boats

are racing and shall not infringe competitors from the time of the preparatory signal until all

boats have finished or the race committee signals a postponement, general recall or

abandonment.

22.2 All support boats shall register with the race office and shall fly a yellow flag.

23.0 Sail Numbers:

23.1 Except as permitted by the sailing instructions all boats shall use their correct sail numbers

which shall be clearly readable on both sides of the sail. Permission to sail under any other

number shall be sought from the Race Committee before going afloat and will be granted only

in exceptional circumstances.

 

24.0 Disclaimer of Liability and insurance:

INCIDENT CONTINGENCY PLAN

Types of Incident covered by this plan:

  6. Damaged boat(s) or rigging.

Racing course Management Responsibilities:

Responsible for:

Overall control of the event , both ashore and afloat.

Based mainly ashore but may be afloat during the racing period.

Contactable by VHF and Mobile phone.

Responsible for format of racing and sailing instructions in conjunction with the Principal Race Officer.

Principal Race Officer:

The overall co-ordination of the racing and for the direct race management of the course.

Contactable by VHF and Mobile phone.

To advise Shoreside contact in the event of extreme conditions or when race management resources have to be deployed.

The control of information at Event Race Office including liaising with Commodore, Club Officers, Race Officer, Support Boats and Emergency Services.

Monitoring the racing to ensure the Racing Rules of Sailing and the provisions of the Sailing instructions are complied with by the competitors and organisers.

Organising and arranging for a Jury to hold hearings into protests in connection with rule infringements or issues of race management.

Detailed plans

Background:

This incident contingency plan relates only to the Race course and the role of the race office.

It is a fundamental rule of the Racing Rules of Sailing (RRS4) that the responsibility for a boat’s decision to participate in a race or to continue racing is that boat’s decision alone.

The safety of a boat and its crew is the sole and inescapable responsibility of the person in charge of the boat.

Competitor’s are, whenever possible, to initiate all distress and assistance calls.

Race management vessels shall maintain a dual watch on channel 16 and the working channel of the race management.

All competitors will be aware of restrictions due to commercial shipping and vessels engaged in fishing.

All race officers and RIB skippers are experienced personnel most of whom have received training/ certification through the national sailing authority or other similar bodies.

It is recommended that all crews wear appropriate personal flotation devices or appropriate lifejackets.

Request from a competitor for assistance (Committee Vessel action):

Injured crew or sinking boat situation:

Weather and circumstances permitting despatch a RIB to provide immediate assistance.

Official boat to contact Coastguard or RNLI direct (VHF channel 16) for assistance if necessary. If unable to do so, initiate proxy call.

Competitor is to return to port with crew with minor casualties for medical assistance.

More seriously injured competitors should be transferred to RIB if this will not cause further injuries and shall be brought to shore to seek medical attention

Boat aground, damaged, capsized or dismasted situation:

Weather and circumstances permitting despatch a RIB to provide immediate assistance.

Ensure safety of crew of boat firstly.

Official boat to contact Coastguard or RNLI direct (VHF channel 16) for assistance if necessary. If unable to do so, initiate proxy call.

I f boat disabled consider towing it ashore with non essential race course management assets or leave it until days racing is finished and tow it ashore with club facilities.

No responsibility to be accepted for the boat.

Request for assistance from the Coastguard Service:

The race Officer shall provide all possible assistance and depending on the request will consider the following options:

  1. Send support ribs from the relevant course.
  2. Send committee from the relevant course area.
  3. Abandoning one or all races to send more assets.

 

 

 

 

 

 

Sight of a distress situation:

Immediately call the Coastguard if while monitoring Channel 16 on the VHF no distress calls or acknowledgement is heard.

During the racing period the Race Officer is to consider the following:

  1. Send support ribs from the relevant course.
  2. Send committee from the relevant course area.
  3. Abandoning one or all races to send more assets.

Adverse weather causing abandonment:

 

Signal abandonment so that as many competitors as possible will be aware of the situation.

Inform the Race Office.

If possible Committee boat and RIBs to ensure the race area is cleared of boats and that all have returned to shore.

Where possible ask competitors to confirm their safe arrival to shore to the race office (this is where the tag system comes into effect).

Send RIBs to safety once course is cleared of boats.

Station a rib in sheltered water to monitor competitor’s progress ashore if possible.

All Committee boat crew to wear lifejackets.

Adverse weather causing major concern for competitor safety:

Signal abandonment so that as many competitors as possible will be aware of the situation.

The Race Officer to alert Coastguard immediately.

Inform the Race Office.

If possible Committee boat and RIBs to ensure the race area is cleared of boats and that all have returned to shore.

Santa Claus visits DHSC Pontoon to turn on the Christmas Lights:

On Friday 21st of November Santa Claus arrived by sea to Dungarvan to turn on the Christmas lights. Santa Claus was escorted by members of the RNLI to the quay where he disembarked at the DHSC new pontoon assisted by members of DHSC. A large crowd of parents and excited children had gathered despite the torrential rain. Santa Claus turned on a section of the lights from the pontoon and then led the crowd to Grattan Square to turn on the town’s Christmas lights. Dungarvan is looking good all lit up at night.
Please note that in the interest of security entry and exit from the pontoon will be by fob only for the foreseeable future.

End of Season/ Christmas Party:

The end of season party on the 29th of November was a great success with 60 plus people in attendance. The Commodore thanked Mary Power and her team and Maurice Brennock for the excellent catering provided. RIB Run:

The RIB Run will take place on the 1st of January 2015 (weather permitting) from Ferrypoint to Cappoquin. Boat owners are asked to have their boats on the water in Ferrypoint at 1300hrs. Warm clothing, hats and gloves, oilskins, lifejackets and waterproof boots should be worn. Please bring a packed lunch with something warm to drink as it is proposed to have a pit stop at Cappoquin. If boat owners have spare berths and non rib owners would like to avail of a spare berth please contact Mr Edwin Fay at 086 2503895 to inform him of same.

Frostbite League:

A Frostbite league will be run in the New Year, program details are listed below.
A Notice of Racing will be posted on the DHSC website at a future date and sent out to local clubs.
The league will be open to senior and junior members and the committee hopes to have visitors from local clubs.
It is hoped to run two races per weekend.
There will be a prize giving ceremony each weekend with the overall prize giving ceremony on the final day of racing.

Sailing/Racing/Cruising sub-committees:

A junior sailing sub-committee was formed at the last Committee meeting. It comprises Edwin Fay, Sandra Wynne, Austin Flynn, John Queally and Maurice Brennock. The sub-committees will be busy early in the New Year and their programmes will be posted on the website when they are finalised.

Dungarvan Harbour Sailing Club

Newsletter October 2014

Hello Members,

The AGM of the Dungarvan Harbour Sailing Club was held on the 10th of October 2014.

There was a good attendance of members at the meeting where Ms Joan Moloney had come to the end of her three year term as Commodore. Many thanks Joan for all your efforts over the three years and the club hopes you enjoy your future.

The newly elected committee held their first meeting on Thursday 23rd of October 2014.

The names of the new committee are posted on the website.

The Commodore's and the Secretary's contact details are posted on the website for members information.

It was agreed by the committee that the DHSC Newsletter and all information regarding club activities will be posted on the website in future. Members will be notified by text of updates to the website. DHSC is now going digital, if you are not receiving notification of updates by text please contact the Secretary. This is as an effort to reduce the cost of postage to the club.

End of Season/ Christmas Party:

A party night with food, music and dance is being arranged for The 29th of November. Tickets are limited at a cost of €10/head. Please contact Ms. Mary Power at 086 1524285 if you would like to confirm attendance.

Sailing sub-committee:

A sailing sub-committee has been formed. They are preparing a program of fun sailing and racing for both adult and junior sailors. This programme will be posted on the website when it is finalised and approved by the Committee

Pontoon:

Members are requested to keep their punts monitored and bailed if they are leaving them on the pontoon for the winter. Presently some punts are full of water and are going in under the sections of the pontoon with the possibility of damaging the pontoon floats.

Dinghy Park:

Boat owners are requested to remove all sails, rudders, centre boards and rigging from their boats, bring them home and store them in a dry area. Please leave your boat in a tidy state where it will not fill with rainwater over the winter and that the tyres are pumped with air to facilitate movement of trailers.

RIB Run:

It is proposed by the committee that a RIB Run will be organised over the Christmas holiday period. Please contact Mr Edwin Fay at 086 2503895 if you are interested in taking part.

The terms of use for the Club's new pontoon have been approved and can be viewed here on the Club's website

The new pontoon will be declared open by Mr Simon Coveney, Minister for Agriculture, Food and the Marine on Sunday May the 11th at 1600hrs.  Please have your boats in on the pontoon and dressed with flags and buntings. Followed by light refreshments in the clubhouse .
